i have recently started with a new company, and noticed I have a part timer who is being paid one reasonable hour on top of their base hours.
as per a private agreement.

The base hours are 19 hours, and then one reasonable hour is added to the base hours total 20 hours paid.

I haven't encountered this combination before usually reasonable hours are part of the salary package and pay rate reflects so many additional hours have been calculated, then an annual audit to make sure employee has been paid all additional hours worked.

The reasonable hour is accruing superannuation, but the financial controller said the reasonable hour does not accrue leave entitlements.
If it is additional hour each week paid as base hours, would it accrue leave entitlements?

Any thoughts would be appreciated.
