Default Ir Policies & Procedures

When might changes to current IR policies, procedure, initiatives and agreements be warranted?

I would say a review of policy is necessary every 6mths and when legislation is changed or amended. Procedures should be ongoing. Agreements when they fall due for renegotiation or renewal (contracts). Unsure what you refer to when you say "initiatives".....

How does performance management contribute to the human resources life cycle?

Performance management should be an ongoing daily event to some extent. But you should have in place a robust system that all employees go through on a regular basis. I recommend every 3mths (depending on employee numbers) where you conduct interviews with staff, assess training needs, productivity etc. A performance management system is company specific. I personally think that anyone advocating a one size fits all system hasn't had much experience with performance management. As for how it contributes, if you implement the right system it can contribute in any way you want it too.
