A goal defined in its simplest terms is a desired future condition. Their functions can be varied but they can depict what the company's future will be, provide guidelines for individual or organisational activity and serve as a measuring rod of achievement. Goals needs need to be simple and quick. They must be the key ingredient in motivating people, and they must lead to personal satisfaction and improved productivity. A good performance management system will pro-actively help your business achieve its strategic goals, whilst adhering to its values.
Goals should specify deadlines. They need to be realistic and attainable, but at the same time present a challenge to the employees and work groups.. They need to specify exactly what is required, and exactly how it will be measured.
Like I said it depends on what you and the employer want to achieve. There is no one size fits all performance management system.

think of the SMART acronym - Simple, Measurable, Action oriented, Realistic, and Timely when helping staff to decide on their goals. Some do need help, a few have a clear vision of what their goals are.
