My advice is to look for a mainstream job, that is one within an organisation (probably a medium to large company or institution) that has a serious
HR/ER function, and where you can get a "starters job" in recruiting, services (pay and conditions), training, ER or OH&S, or just as a general "dogsbody", and have the possibility of moving around a bit, or just observing the range of
HR/ER functions. If you can get something in a retail organisation where your previous background will give you a bit of an edge, then so much the better. Try to stay away from employment agencies where your work will be limited and performance will be judged on your "sales" rather than your developed
