Policy and Procedure Manuals -Best Software/Template Providers???

I've been tasked with identifying the top 4 providers of policy/procedure software and or templates (manuals etc) that will allow our franchisees to have an out of the box solution that requires minimal tailoring (or at least makes it a straight forward task) for their own individual situations.

So I thought who better to ask than the HR gurus who frequent these forums!

Information about the franchisee businesses includes:

1. They're all Financial Planning Practices ranging in size from sole practitioner to 50 staff.
2. All within Australia.

We have just signed up to OneStopHR which seems great so far: EI Group - EI Group OneStopHR

Another similar one is HR Advance: HR Advance from Australian Business Pty Ltd

I can also recommend HR Advance, as I have used this within my current organise to assign set up all out policies and procedures and am still using it depending on relevance at the time.
