Default Benchmark ratio: HR staff to FTE

I am constructing arguments for better resourcing our HR function and would appreciate other organisation's ratios of HR staff to Full Time Equivalents.

Currently I am 1 in 300, not including 1 also in Payroll (hence reason for building the HR function). Another sister organisation of ours in Australia is 1:48 not including Payroll.

Other (older median) figures I have are:
Capital intensive industries: 1:61
Utilities (Govt/Services): 1:46
Federal Government: 1:44
Services: 1:75

I am particularly interested in manufacturing, mining, heavy industry, but all figures welcome.

We are currently running at 1: 400 but this is really stretching us and causing us to be very reactive. This is the Telecommunications iindustry

1 : 400 if you include the HR admin department ie contract issuing etc.
if you take that out then its 1:625 . I think HR is moving more in this direction to a more business partnering role.

I work in the Public Heath sector, we have 2400 staff (1700 FTE's) with three HR Consultants, one GMHR and three HR Admin (Payroll is part of finance). L&D has seperate manager and one admin.

So Our HR Consultant to FTE ratio is 1:800. Total HR to FTE is 1:342

My organisation is in the media industry. We have a headcount of 1500 (1165 FTE), & the # of HR practioners are as follows: HR Director, HR Offier, HR Administrator. I view this as 2.5FTE in HR, so our ratio is 1:600 (& this is geographically dispersed across the whole country).
