As a
HR practitioner with 11 years experience in the field, all I can suggest is to keep an eye on the job boards such as seek.com, and type in psychology and select
HR as a career field. Often they are looking for graduates with psychology in
HR. See this role that may be applicable.

Also ensure he sends in a cover letter, resume (do not include date of birth, marital status, nationality etc. Only name, address, phone numbers), and if it is with a government department, statements addressing each key selection criteria. I would be happy to assist him with this area if required.
Dont have him limit himself with only seeking permanent roles. Fixed term roles can lead to long term roles. And maybe don't make salary a big issue in the beginning; we all have to start somewhere.
