Is it reasonable to request three weeks leave in a row after having worked for an employer for a year and a half? Where this will use all of ones accrued leave entitlement?

I would say it's reasonable, subject as to whether it would affect the business services, ie if you were the race director for the Grand Prix race and were asking for 3 weeks off immediately before the actual race as an extreme example

That is fine. So long as you have that amount of leave accrued. However, the employer is entitled to refuse IF on legitimate grounds, it is not a suitable time for operational purposes, ie., if there are two administration employees, it would not be appropriate to expect the employer to authorize both employees to take leave at the same time, if it would mean the organization would be without any administration support at all. The employee is obliged to ensure that their request for leave is reasonable within the employer's capabilities.
