Default How to manage employee disappointment after salary review rejected?

I have a Team Leader who has a high opinion of her contribution to the company (most items noted as "exceptional points of value" are the items listed in the position description as required duties). She does have a high performance ranking but still in line with other Team Leaders. Our head office has frozen all increases, but the Team Leader is insistent that she was promised a 9% increase after 12 months in the role (no documentation to support this).

We are going to have to decline the increase, but I was wondering if anyone has some advice on how to manage her expectations and decreased morale after the outcome meeting? Has anyone dealt with a rejected salary review and still maintained productivity from the employee?
