I'd recommend doing a Graduate Certificate in OH&S. Having a
HR degree and then going to TAFE can create subconscious associations from a recruiter in my opinion.
The good thing about a Grad Cert is it counts towards a Grad Diploma or even a Masters if you wanted to carry on with it - or even apply credits towards a Masters in another area (i.e. MHRM). If not, it's a tertiary qualification and isn't that onerous really (4 units). Though I'm sure it's a lot more expensive than TAFE... need to balance that up.
