Frankly you can't. From my experience no matter what you say it won't make a difference as they will be resentful especially since they state they were promised - Did you speak to his/her line manager? As mentioned, the employee has 2 choices, take it or get another job.
Has another time for a salary appraisal been organised? any other incentives for the employee to stay in his/her role? Whilst the economy is difficult at the moment, it certainly won't stay that way and you may just lose this employee quicker than you think.
